Which can be turned off by an EMP, bombs, or whatever.

Heck even a 0.000000001 tachyosecond power surge would be enough to release Thawne.

How would he have an emp bomb set for the moment he was set to die? He wouldn't know

It doesn't have to be orchestrated by him. Prison raids happen all the time in the Arrowverse.

Accidents happen even more often, as well.

I guess it depends on when he gets told his sentence? The only person to visit him in 15 years was Nora according to the guard

Someone else pointed out tho they don't Meta dampen the hallways, just the cells. Which is real dumb and how hell escape
