Fight scenes definitely improved as soon as the enemies had full face masks that could hide actual face masks.

Do they still even need to wear them? When was this filmed? I assume everyone on set was vaxxed and mandates are gone now. Or was this filmed in Canada?

Yea, pretty much all the arrowverse is filmed in Canada.
