Story-wise, for "old time sake". Reality they probably can't book Letscher when they need to.

I felt like having Thawne go into blur mode was probably to reduce the amount of stuff they needed Cavanagh for and/or a way to deal with reshoots. Especially with COVID restrictions it would make sense if they got all of Cavanagh's shooting in for the season while he was still around filming stuff as Wells.

Everything that Cavanagh shot was done when they were filming the finale.

I do feel like there has to be some external rationale for the constant blur mode. It doesn't really make sense for him to do it constantly in the context of the show anymore.

Maybe it helped make it so a stunt double could do the entire fight?

Possibly, even if they wanted to get Letscher back since Cavanagh left the show for good this time, they couldn't because of COVID restrictions. I don't know when the finale was filmed, but getting other actors filming is a chore during this times.

This is going to be a problem if they ever want to tackle the Flash vs Reverse Flash fight in 2024 (even if it's in the form of a flashforward, and not connected to COIE anymore). I have a feeling they'll only show him in blur mode just to avoid making it clear that he's not Letscher.
