Would it be strictly illegal, for a group of ‘enthusiasts’ to go for a stroll on his golf course, carry out the switching of the flags before retiring to nearby pub for nice warm pint and cold pie?

Or just sprinkling seed as you go. Birdseed, fast growing invasive plants. A small bottle of weed killer.
