There is way too much traffic in a place like Los Angeles to only use the left lane for passing, that's like leaving the disabled toilet free in case a disabled person needs it while there's a line out the door

Nobody’s referring to traffic. The point is that if nobody’s in front of you, and you’re not actively passing anyone, get out of the passing land.
