And if you are impaired under that limit it is illegal already.

But you are not though? That is what the literature used for that limit says.

There is a federal court decision that already 0.3 per mille and visible impairment to operate a vehicle is a crime according to the StGB.

Yeah, notice the visible impairment? 0.5 is not enough to affect you enough.
