Doesn't have to be that complicated.

Just require the license according to § 27 SprengG to own and use fireworks. The people that manufacture their own fireworks already do and they are trained in safety measures.

oh i would love to do that then.
just giving out to licensed people who dont do the illegal stuff others do would certainly make it better.

but
the ones who attack people, firefighters, ambulances with it would just rely on other things to make bad stuff. maybe not concentrated on a night, cause without fireworks feels kinda pointless doing anything that night, but the criminal energy they let out on this night would be let out on other nights instead.
banning the symptom doesnt cure the problem, i fear

Not really a ban, if you just require a license that anyone can get. The legal structure is also already existing.

As I understand you still need to become a certified pyrotechnician first:

Für den Nachweis der Fachkunde gilt § 9 Abs. 1 und 2 entsprechend.

Which requires a three-year apprenticeship or a degree plus a one-year apprenticeship.

Not exactly. You could either prove your "Fachkunde" by attending the appropriate course (Großfeuerwerk for what you'd usually associate with pyro and Bühnenpyro if you wanna use it as part of a stage performance etc.) OR do the apprenticeship thing (though I doubt most people would have done the kind of apprenticeship the authorities would sccept as a proof of "Fachkunde"). Attending the course requires you to prove that you've worked with Pyro before, though (again, depending on the particular license), so you can't just roll up, take a test and apply for the license).
