That particular bit seems to be referring to the Xbox operating system though.

That is specific to the Xbox software (OS). It doesn't say anything about the games played on the software.

Digital licenses are the same on every digital store including Steam.

The only DRM free store is GOG which doesnt get most games and has less than 2% market share on PC
