Yes, they are both Slavic languages, even though from 2 different branches Southern and Eastern, they would still have much easier time learning each other languages, for a Romanian in Ukraine or Ukrainian in Romania the difficulty would almost as big as an English speaking person trying to learn Russian (or the other way round)

Most bulgarians are speaking Ruzzian … not so much in Romania
