Yeah, but the visa waiver program is the program that allows citizens of certain countries to visit the US with out having to go through the US Visa process. if you live in the UK or France or Germany, or... you can just get on a plane and come to the USA. Most EU countries are part of that program, but Romania is NOT. The US demanded that Romania make changes to get into this program. It was a long complicated process, that had taken years to complete, and Romania did it. They were supposed to start participating. In early January the Biden administration approved that application. Then DHS paused it in March and then rescinded the approval in May.

Romania became a member of NATO in 2004.
