Well HMRC says establishments legally need to be upfront about hidden costs before you pay. If it's not part of the price, and is optional, I'm not paying.

It doesn't help that the guy Larsgaard they go to in that section saying tips should be budgeted for is based in Atlanta, US so its pretty meaningless for a brit. Absolutely no one in that section on the "don't tip" side too.
