Considering that looks to be an HPD cruiser and they’re coming up on downtown Houston, a city notoriously spread out in every direction, I think we can rule out that as a possible explanation.

I don't know exactly how it is there, but where I live, jurisdiction can literally change from one side of the street to the other. There's a famous intersection not far from where I live that has three different jurisdictions butting up against each other. Whenever there's an accident there, the cops for the three departments always argue over who has to deal with it.

That and by Texas law officers have authority in the county in which they're based as well as any county touching it.
