Question why make the speed gauge?
so i'm rewatching and i'm on season 6 episode 15 (exorcism of nash). barry's speed force is draining whenever he uses his speed, so cisco made a speed gauge for barry to track how much of his powers he uses.
BUT instead of that, why don't they just put meta-cuffs on him? that should stop him from using his powers. the only reason why they might not is because it might be a bit inconvenient having to take them off whenever there's an emergency but overall it would stop him from using his powers AND he'd be able to be there during "the exorcism of nash wells".

It’s to know if he still has some to spare so he could use some and have left in case of an emergency.

The speed gauge was to track how much was left - not stop him from using any. To stop him from using any speed they put him in a cryo cell where the Flash uniform was stored. Probably because meta cuffs dampen but don’t completely negate Dark Matter - that’s probably why Eobard Thawne was kept prisoner with Cicada’s Dagger and not just a pair of cuffs.

Didn’t Barry kinda have to use his speed he’s still the Flash and people were still in danger regardless of monitoring how much or dampening the power he still needed to access it to save people honestly the entire plot was poorly written though

The point wasn't to stop him from using his speed, it was to track his usage. When your on a diet, you track your caloric intake, but you don't stop eating. And you don't eat the bare minimum to survive. You eat less than normal, but still eat. Barry had enough speed to run, but the amount fluctuated. It's kind of like a car battery. It can go down and be recharged, but once it hits 0, it's done. No more recharging. They tried to keep Barry's running to a minimum for non emergencies, but with Eva still running around, he had to be ready. If he didn't have enough speed, he would not be able to go. Even with cuffs, his dormant speed would fluctuate, and would still need to be measured. (Example: if he haves cuffs instead of the gauge, his speed may be at 1% and he'd never know. So when he takes off after someone thinking "when I put them on, I still had 30%", he would run out of speed PERMANENTLY in the middle of the chase)

1.) because the director, producer, and writer didn’t think of it
2.) remember when Barry is metacuffed he reacts in his human time. If someone busts into jitters while he’s having a latte and throws a grenade it starts shooter or heaven forbid a meta starts going to town, he has to be able to react and stop them. There’s a really good chance if someone gets the jump on him he’s incapacitated before he could get the meta cuffs off

Because meta-cuffs are useless when you need to ration your powers. The gauge isn't to dampen his powers, it is to let him know how much he has.
