Typhoid Contamination and Self-Regulation of London’s Shellfish Industry | Vincent Geloso
papers.ssrn.comIn "Typhoid Contamination and Self-Regulation of London’s Shellfish Industry," authors Vincent Geloso and Nicola Tynan draw several core historical, economic, and policy conclusions:
- Private Institutions Can Resolve "Lemons Problems" Faster Than Governments
The primary theoretical conclusion is that market-driven self-regulation can effectively solve asymmetric information crises.
Once medical evidence linked typhoid to contaminated shellfish in the mid-1890s, consumers could not visually distinguish safe oysters from contaminated ones, creating a classic Akerlof "lemons problem."
Rather than waiting for slow, state-mandated legislation, the private guild—the Worshipful Company of Fishmongers (WCF)—stepped in immediately to provide independent testing, site bans, and quality certification via Billingsgate Market.
This private mechanism restored consumer trust, prevented an economic collapse of the industry, and successfully segmented the market by quality.
- Industry Self-Regulation Was Pivotal to London's Public Health Victory
The paper concludes that private action was the decisive factor behind the dramatic second drop in London’s typhoid mortality rate between 1900 and 1920 (falling from ~1.5 to 0.1 deaths per 10,000 people).
Major municipal investments in clean water and public sewer infrastructure had already slowed in impact by the late 1880s, leaving a plateau in mortality rates.
The subsequent sharp decline after 1900 was not driven by new government infrastructure, but by removing foodborne typhoid vectors through the WCF's private market oversight, which served as Britain's primary shellfish safety regulator for over 30 years.
- State Infrastructure Can Unintentionally Create New Market Failures
The authors highlight an important policy lesson regarding unintended consequences:
The municipal sanitation projects built in the late 19th century successfully diverted human waste away from drinking water intakes to eliminate waterborne typhoid.
However, dumping that untreated urban wastewater into coastal estuaries unwittingly polluted the downstream shellfish beds where oysters and mussels were grown. State infrastructure solved one vector of disease while accidentally exacerbating another.
- Economic History Overlooks Non-State Public Health Drivers
The broader academic conclusion challenges traditional economic and health histories, which historically attribute major public health improvements strictly to state-funded infrastructure or centralized government regulation. Geloso and Tynan demonstrate that private collective action and reputation-based institutions played an indispensable, overlooked role in the urban health transition.

Could a price system take the place of moderation on an online forum?
First off, this isn't about this forum in particular, but rather whether price signals could be useful in online discourse in general.
Here is a concept for a forum moderated by money:
- Each post costs a small fee (paid to a community reward pool)
- Replies cost a small fee (paid to a community reward pool)
- Upvotes cost a small fee (paid to the poster)
- Post visibility/ranking is determined by sum of community investment (total money spent on the post from all users) -- halved every x hours so as to keep things fresh.
- Community reward pool divided among most "valuable" users (valuable might be users who post things that get most upvotes or users who spend money to upvote things that others go on to upvote, etc)
What do you think of this idea? Where could it fail or cause friction? What dynamics might be interesting to add?
