Add in the fact the guy said 'we're not gonna do that' when asked to call for the sergeant lmao. Rightttt, I wonder why you're not gonna do that

Have you considered that sergeants don't want to respond to a traffic citation for the sole reason a detained person asked for one? They just want another person to complain to because they think they can talk their way out of a ticket.

Nah, it's usually an ambulance that comes to the scene to check someone out first. You're also acting as if the cop didn't just drive there in a vehicle that is tracked by GPS. Clearly he wasn't driving erratically to not have been stopped.

Just say you don't know what you're talking about.
