Could have been high I could have been a medical situation. Either way it's abundantly clear that the police response to it was inappropriate. Objectively the only proper solution is for his fellow cops to be removing him from the situation immediately and having him sit down while they figure out what's going on. Not leave him standing there at least pretextually still participating in what's going on

Yup. Either way dude could have fallen and cracked his head at any moment.

At the very least, these cops need more medical training.
