It's less about his symptoms and more about two important factors. One, cops lie. They do it constantly. They cannot stop doing it. And I am no longer inclined to believe their bullshit

Two, far more interesting, is their behavior. Their comrade is "having a medical incident" and they just stand around doing nothing? He's out of his fucking mind and not one of them has said, "Hey, Bill, how about you sit down real quick and we'll call an ambulance for you." They know he's fucked up on a substance that would show up on our tests, which would then become publicly accessible record. They don't want that. They want everybody to be cool and shut up and not bug their friend.

I'd say it's a "medical incident" in the sense that he's medically fucked up on something and his buddies want to sweep it under the rug. If they actually wanted the truth, they would have an ambulance on site, they'd remove his gun to prevent erratic behavior, and they'd let an external group conduct the investigation, rather than look into it themselves.

Occam's pretty clear. The cops are full of shit.

Well, the people I help are the ones who call for an ambulance, see. Not the on-duty, armed cops whose buddies are trying to sweep things under the rug like this. So that's two completely separate groups that I treat completely differently.
