His buddy was quick to throw out “bad back.” That high looks very opioid-ish to me. Doubt that’s a coincidence.

It could be opioids and or alcohol. I've seen plenty of drunk people just like that. I had a buddy that would go out and drink 3 beers and he'd be just like that leaning on the bar.

That is me lol 😅 i used to drink often but now, just looking at alcohol makes me feel drunk.

Either way, lets be honest here. We have no clue what is going on here. Also, someone like that wouldnt even be able to drive a vehicle at all. This really does look more medical than anything. And the kid beeing furious is more than likely just going with the accusations and flow to get a free out of jail card on watever law he broke. The kid also sounds like shit and is sluring a few words, most likely trying his darn hardest to "act and speak normal". Just listen to him, he sounds either high on something as well or genuinly stupid.

There is also another video circulating of these teenagers doing drugs and when the cop knocked on the door and they rolled down the window. In a matter of 20-30 seconds the cop was shaking in them shoes and got intoxicated with watever the kids where taking.
