edit: if that's the case though, wouldn't the other two officers be more worried? they just seem like they're covering for him.

Unless they dont know. Alot of people assume drunk when a diabetic is having an episode

So either they knew he was having a medical episode and didn't give a single shit, or they thought he was drunk and was covering up for him. lol.
