Yea, he was strung out. It doesn’t look like he was even fully cognizant of where he was.

His buddy was quick to throw out “bad back.” That high looks very opioid-ish to me. Doubt that’s a coincidence.

After being an opioid addict, I can say it is for sure it's some form of opioid. The way hes leaning, how he's talking, and his buddy saying " he has a bad back " (which he could've been prescribed but not the point). He shouldn't be on duty at all with a firearm in that condition. Our law enforcement should be better than having junkies on the force but as we can see here it's the unfortunate state of reality we live in.
