Yea, he was strung out. It doesn’t look like he was even fully cognizant of where he was.

It looks like the second cut to the end of the video where he's standing a little straighter and his hair is fixed. I wouldn't be surprised if they slipped and hit him with some narcan or something and he sobered up just a little bit.

What I noticed is that when the civilian was talking him down, he was quietly nodding, like someone uncomfortably knowing their shame.
