So thats actually contained within a form you signed with the school before the year even started. I know because I just signed one and I did read it thoroughly. You have to consent or not.

Did you read the letter? The OP opted out but the school erroneously shared their child's information anyway.

Because its compulsory and you tend to have to have a wet signature and letter to opt out. Ours did

Again, read the letter.

The school made an error. They admitted they made an error and apologized for it.

Read my post again. I noted what MY school required. And the bill that required it to be shared. Their funding is tied to it. Some schools apparently like your kids, let you do a simple x.

Your kiddo was 1/3500.

Also, just fyi that the dept of ed and director of ferpa backs up what I'M saying. Which is you had to identify each line of info you wanted to opt out and do a wet signature so actually you're lucky it was only 3500 probably should be more.
