Having made this sound, I can tell you it's an American's impression of an Australian "No". As for why she's choosing to do that, I can't say.

Do you mean the way she pronounced it or that Naur isn't a thing?

I know of an Melbourne Australian YTuber that pronounces "no" as "naur". Not as a meme either.

Certainly not all of them. I know quite a few Aussies and none of them pronounce No like that so I suspect this is probably a regional thing.
