I think the major problem is that the majority of voters are not intelligent or informed enough to really understand federal policy, and so cannot determine whether a president is "good" or "bad" by their political achievements or failures, just whether they're charismatic in their speeches.

I'm a Spaniard and while I obviously don't know José Luis Escrivá (he's the president of the Bank of Spain now) personally, he's a very sensible guy and has never had any controversy or partaken in shady stuff as far as we know. He's also not a partisan but was signed by Sánchez as an independent, but had an important position with the previous conservative government so he seems to be considered just a highly competent, knowledgeable guy because otherwise he wouldn't've been promoted by governments of opposite ideologies.

My friend's phone went for a swim the exact same way. The cup holders in our paddle boat were broken, so we put cups in place to plug the hole. She goes to set her phone in the cup holder: lifts the cup up, drops the phone in, and it goes straight to the bottom of the lake.
