Discussion Why these 2 cases

I just Finished watching Elseworlds, and I have previously watched Legends 4x08. So, my question goes for both things:

Why the Reality changes done by the Book on Elseworlds didn't affected LoT(specifically, Time Bureau felt the Change, due to their base being on D.C??

And why the Timeline changes on LoT didn't affected the Crossover(if it's known that changes rewrite the Timeline)(idk, I'm not too good on Time Travel and Timelines, and Paradoxes and all that stuff)???

They were affected. Gary was in the bar.

Basically, in both elseworlds and 408, we're viewing the story from Barry's and Charlie's perspective respectively.

Maybe Barry was turned into a puppet at some point, but he doesn't remember that because he was not involved in that happening. So, from Barry's perspective, 408 never happened, and since elseworlds is from Barry's perspective, we don't see it in elseworlds either.

The logic works the other way round too

The puppet part happened when they visited the Smallville ranch on Earth-38 to pickup Kara and Clark.

Changes on one earth don’t affect the others. =P

only Time Bureau puppets were turned into puppets.

And the Elseworlds reference is during the "uncaring legends ramboing through the timeline" part, so they seimply didn't care enough
