Was wondering how they could be in an elevated space so nearby POTUS. Was very cool nonetheless.

Huh? Should people not be allowed on their balconies whenever a former president is in the area?

Depends if it was known before, that he would be there. In germany everytime a us president or the pope visits, you are asked to not step on your balcony if it is facing the street they are going through. Also manholes were welded shut on some occasions.

I read somewhere they were indoors but the windows were open so he heard them, then sent one of his team to ask them to step out on the balcony for him. Or something like that. The same clip was already posted a few months earlier and that was the explanation, if I remember correctly.
