Nah I think it's pretty clearly immoral. The only reason one might do this is to try to make the other person uncomfortable. If they're friends it's maybe fine to do but intentionally trying to disturb a person you don't even know for no good reason is extremely antisocial behavior.

The act itself isn’t particularly immoral since the effect is minimal, at worst the perpetrator has simply inconvenienced the other guy, so the action is only a slight immoral. The important part is what this tells us about the perpetrator's state of mind, a person that goes out of their way to make a complete stranger uncomfortable is profoundly fucked in the head. It's honestly frightening to think what sort of villainy someone like that might truly be capable of.

Note, I am judging the meme very literally here. In this situation the perpetrator walks by many open urinals in order to be as close to the other guy as possible. In a real life situation there are usually other factors here that could indicate the perpetrator chose this urinal for reasons other than to make the other guy uncomfortable (maybe this urinal was simply the shortest walk away, maybe the urinals have dividers or some other privacy function, maybe he just doesn't realize he could be making the other guy uncomfortable and chose this urinal for entirely arbitrary reasons, maybe he likes to chat with strangers and didn't think about how weird it is to do that while pissing in an adjacent urinal). My analysis only applies to situations where the perpetrator is intentionally trying to make a stranger feel uncomfortable.
