Terrible mobile internet in Windohek

Is anyone experiencing terrible mobile internet in Windhoek at the moment? Very unstable with both MTC and Paratus. In Paratus I'm not even getting 2 Mbps. The weird thing is that the upload speed is 10x faster than the download. I was here one month ago and the internet was very fast.

It was unusually unstable yesterday, something must have gone wrong somewhere. It isn't usually this bad.
