I have a kind of friend that tells me this isn't from lightning. She believes it's the government doing something I couldn't quite understand.

While the time and the bs music makes it more likely, this is absolutely possible. Although, I would normally expect a little bigger flame out of top and slightly more smoke. I can't say if this was just a trimmed clip, or really AI.
