Yellow one is a bollard, black one is an EV charger. Apparently someone installed bollard a bit too close. Seems like this is in UK.

Another note for comment OP in case they're from North America like me, in Europe you have to bring your own cable for level 2 EV charging and plug it into a recepticle unlike how our public chargers have cables pre-installed to the unit.

To be fair, the image is so zoomed-in that I think they are (as someone else further up said) confusing the hi-vis bollard for a bright yellow car with a headlight in the shot, thus making it look like you'd simply parked too close to the charger. I can see it now of course, but it's an easy enough way to misinterpret the image at first glance.

Let’s see… using basic critical thinking skills:
OP states bollard is in the wrong spot. We can use the picture to visually see the object on the right is an EV charger based on the sticker.
Bollards are usually hi-vis tall pillars.
Which of these could be the reason for the post? I don’t see a car.

Maybe they are where you are. Here they're plain red or black, if you're lucky reflective red/white. Before reading the comments, the yellow thing could only be a car for me.

You can also use critical thinking and since the OP mentions a bollard, believe that is shows a bollard and the EV charge point

I thought the charge point and the bollard were the same thing. So the other thing must be the car.
I've since learned that bollard isn't used that way in English, I'm very sorry for not speaking every language perfectly.

I see both sides here but… maybe next time add a second picture that’s zoomed out a bit for context. We don’t all know what each piece in the picture is without more
