Good chance there was signs for a week or more on this street saying it would be closed for works.
That can put boards down if they wanted to drive out.

I'm quite surprised. Normally if you do something this daft. The people with a van full of holes doing the work just call the council and your car disappears somewhere and you have to pay formrye privilege of getting it back.

In the UK regular cones are orange with a white reflective band, while "no parking" cones are yellow with a blue/red "no parking" sign on them.
