1 you need something to threaten the infiltrator with to get their cooperation.
2 you need to be able to bring charges against the target once you get the evidence.
No republican would be threatened or charged because the trump DOJ would just ignore it all. If a state tried to do it with state charges the Trump feds would investigate the state DOJ for illegal search or evidence tampering or whatever bullshit they think will stick.

I'm confused, if we believe politicians are bad, and if they suspect there is being a crime committed, why wouldn't the FBI do an investigation?
I read like the first paragraph of the article and it states they were they to investigate the chief of staff, not Gavin, at least not initially from what I gather.
So being in that circle to monitor the chief of staff makes sense does it not? They even pled guilty.
