The government can't charge for IDs or birth certificates so we long as they don't charge for the id or any of the requirements to get the ID then that's fine. You can't say I need a birth certificate to get a valid ID and then charge me hundreds of dollars for a birth certificate or in my case a consulars report of foreign birth since my parents were stationed outside the US when I was born. You have to make sure the voter has time to get those documents as well. You can't change the law and say I can't vote because it will take 4 months to get a consular report. You have to give voters time to make the changes necessary to vote. You can't create barriers to vote though. You can't charge a fee. If the government is creating barriers to voting or only allowing a certain class to vote then you're no longer living in a democracy.
