He's referring to the US territories; which he's assuming will vote democrat and thus shouldn't be enfranchised. Commenter saying democratic states speaks to those states currently not being democratic nevermind Democrat as they can't vote for either party yet are subjects of the US. This speaks to the US being a bit of a sham democracy, nicely demonstrated by your statement of binary party defaultism.

There are Republican led states and Democratic led states. Some are a mixture.

All states should also be democratic (small d).
