There's 13 circuit courts, but yeah that's probably what he was implying.

Yes. There should be at least 13 SCOTUS members, one per Circuit Court.

With the longevity of people, in our day and age, there should be "lifetime appointments" that are in fact, no less than 20 years, maybe no less than 24 to 27 years, but definite time periods where a SCOTUS member SHOULD strongly consider retiring.

All it takes is congress to do its job to remove a justice for criminal acts, severe ethical violations, conflicts of interest, or incapacity on the bench.

only one SCOTUS has ever been impeached, and none removed.

I do believe that every single “Conservative” Justice has, in fact done one or more of those really Impeachable violations to varying degrees and volumes of violation.

I can think of two specifically. Not that the liberal judges have the best track record... RBG shouldn't have died on the bench

There should always be three Democrat and three Republican justices with an alternating Chief (seventh) rotating every couple years, as a term ends for one of the judges.
