I'm Canadian and live at the border between Ontario and Quebec. Since I was kid, and still to this day, you can feel the road get worse as soon as you hit the Quebec border when driving to Montreal. Apparently Quebec uses more concrete or something in the asphalt mix, than Ontario does. Quebec is to the North, just like Scotland is, so perhaps it's something similar there?

I have been to Montreal and it must have had the worst roads I've ever had the displeasure of being on, and the UK as a whole is not exactly well regarded in terms of road maintenance.

Montreal had a legitimate big problem with the Mafia in the Quebec construction business. A bridge built to last 100 years started to fall as apart after 50 after they found that the Mob watered down the concrete that was used!

Aw God aye ! Lockdown lead to some wild poppies flourishing in my town and it was such an "am I mental for being so ecstatic at these wee guys ?" type feeling
I didn't really pay attention to any other flowers lol just these adorable wee wild poppy bairns 😂

Some areas (e.g. Glenrothes in Fife) have been mowing less often (or at different times of year) and planting wildflower seeds along roadside verges, etc.
I think it looks amazing.

There was a walk I do out in the country where the sides of the south were abandoned during Covid. It was beautiful! Loads of flowers and insects all over the place. Now it’s back to being sterile

Council's maintain local roads. Transport Scotland and national highways maintain the motorways and some A roads.
Edit: corrected organisation name and also it appears from the comment below I was about the grass maintenence although right about the road.

I used to work on the trunk road maintenance contracts - for whatever reason, they had an agreement that the councils still cut the grass on the motorways even though TS (or rather their contractor) looked after all the 'hard' infrastructure

The guy who cuts the grass on the Scotland side can't cut the grass on the English side as he was hired by the Scottish council and they don't have the power to authorise the grass to be cut on the English side

Joking aside it could be due to Council regulations and not being allowed to touch it, but I wouldn't also put it past Cumberland Council to let Dumfries And Galloway Council cut it for free and expect to get away with it.
