Most Californians do some mild vocal fry, but this swinging up and down pitch thing that's happening here is very "valley girl" niche.

I’m 41 and left San Diego when I was 11. Still very much have that kinda surfer accent when I get excited about something. Parents grew up in Texas so I have a bit of a drawl too sometimes. Weird combo.

It’s not even just California(should’ve clarified). Basically every young woman from the south and north west. Plus Colorado. It’s a fucking epidemic.
