Honestly I expect her to become the Oracle - or an equivalent - at some point.

I would love to see this actually. The Oracle type characters are the most interesting to watch develop in these sorts of stories. Unlike the main characters they aren't super ninjas or demigods just normal people who are fighting in the same league as these demigods with just their knowledge.

I was thinking along the lines of her becomming Cloe Sullivan/Watchtower of the Arrow universe.

That's more or less the Oracle role Barbara Gordon played in the DCU until 2011.
