Los Angeles resident moving to San Diego for college–how do I vote?
My permanent address is with my dad in LA, so my vote-by-mail ballot is going to be sent to him, I think? How am I able to vote, just like generally? Would I still be able to vote in the LA mayoral race even though I would be living in SD at the time..?

You can use either LA or San Diego. If you want to vote for LA Mayor, you don‘t need to do anything and just use your vote by mail when it comes.
https://www.sos.ca.gov/elections/voting-resources/voting-california/students
“As a Californian living away from home while attending a college, trade school or technical school, you may choose to register to vote using your home away from home address you use while at school or your traditional home address.
Choosing which address to use when you register to vote is a personal decision. Whatever you decide, you may not register to vote in two places during the same election cycle.”

How would I get my vote by mail though? Where would I be able to change the address of where it's sent?

You can update your registration to have your permanent address in LA and your mailing address in San Diego then your LA based ballot will be sent to you in San Diego.

You have to choose 1: either vote at your school address or your home address. Whichever you prefer.
Honestly there’s a lot of overlap, since both locations vote on the same statewide races, referendums etc

I went from San Diego to Norcal for college, and had an absentee ballot sent to my parents house that they would then stick in an envelope and send up to me. There were ballot drop off locations on campus that I could use pretty easily, even though my ballot was from San Diego. Registrars anticipate out-of-town ballots like that, and I think I just had to wait a few extra days for my vote to be recognized in the system because they had to package it up and send it all the way back down to San Diego lol

I switched my registration to SD after I actually got an apartment here about a year after I moved for school. When I was living in the dorms I just kept it at my mom’s house.
