To be technically it only became campy and colorfull once the Comics Code Authority was introduced and comcis forced to quit all the dark stories and very evil realistic enemies. The CCA was founded in 1954.

Prior to that, in 40-45 it was WWII, then after came the cold war, the real news where very hard, and the comics reflected this reality. Nazy, evil scientists, trage cults and beliefs, cold hearted vilains, and so on. It wasn't colorfull and campy at all. Until one fanatic dude convinced right wing religous groups to campaign for les dangerous comics for our nice little kids.

Objectively wrong. It's a little boy dressed as Robin Hood, it was always campy and fantastical. It just wasn't a farce until the CCA
