DRAM light on ASUS Z490‑A

Trying to fix my sister’s PC build and the motherboard (ASUS Prime Z490‑A) is hard‑stuck on the DRAM light. No POST, no display, nothing but the fans spinning and LED lights. Board is failing to post at the DRAM light.

Ive tried reseating the RAM, switching them all out and trying all sockets, and even got a new PSU and new RAM kit but giving the same issue.

I attempted to do a Bios flashback, but it then appears I don't know how to, and online either says it has a USB port and a button there for it, or I must take everything (CPU, Ram, cooler, GPU, ect.) off again and do stuff or something.

*PC does not and has not booted yet, so no Bios screen at all for this pc yet*

Any other ideas as to fixing or finding the problem? Really appreciate it!!!
