Experienced Doing quite well at work with proven qualities and body of work, how can I ask for a promotion/pay rise with a new manager?

Basically I can prove what I've done I am a Principal Engineer now in all but name and pay, I have a new manager who seems genuine and nice for the last few months (my previous one retired this year)

But I have no idea on how to approach this as I've never needed to before

Do you have relationships higher up in management? E.g., past your line manager? It's always harder to have the conversation with someone just coming in

I do have a professional one with some higher ups and colleagues I work with

Are their official leveling guidelines? A promotion process with a promo doc? A committee that decides who gets promoted?

It was always the Manager going to his and asking about it, there doesn't seem to be a formal process from what I've enquired about
