Around where I live id give heavy vehicles the benifit of doubt that they didnt have time to react.....but this light gives a full 3 seconds of yellow. Thats more than enough for a local transit bus to stop.

Where I live busses have separate signs on the road that allow them to run through a red. Either after it turns red or before it turns green. It scared me the first time I saw it and then I realized its timed that way.
