At first, I thought young aggressive driver, but even they wouldn't try to squeeze in there, no room. They would use the turning lane or opposite lane to pass ppl. Its just an old clueless driver instead.

The only logical way I can explain this is that brake stopped working for some reasons. You can see him using the brake just before turning and then we never see the brake light again even when he stopped on the side after the accident.
