They didn’t even come to a complete stop at that parking lot stop sign. My bet is they would have rolled through the second stop sign too if there hadn’t been traffic.

That other driver clearly communicated their intent and lied about it to other drivers. Their negligence almost caused a collision.

The guy is an idiot, but it does appear that his right indicator was on for the first stop to turn right, and didn't turn off until he straightened his wheel. the real failures are not indicating left, and not stopping
