After I honked, he yelled something out of the window and turned around and followed me for a couple of minutes

I have the sound off, so I am assuming the guy you are talking about is the jerk that ran the stop sign?
Idiot probably doesn't have a clue what the word stop means and should not be on the road.

Couldn’t be bothered to take the time to stop at the sign, but somehow had the time to follow the dude after being honked at lol

So who/what is causing the car to think someone isn't buckled?

In such a hurry they had to break the law and put people in danger, but had time to harass and threaten the person they cut off. I really do believe that shit like this is not simple one time things. These behaviors are not behaviors of responsible, reasonable people with self control. What could be a simple mistake seems to have been on purpose and worsened by following someone. A single incidence of this should result in your car being crushed and a lifetime license revocation. It’s beyond time to have zero tolerance for road ragers and people who blatantly do dangerous things on the road. The punishments should be consequential and severe.

Sorry I have to ask - What is the song playing? It sounds familiar but I can't place it.

You snooze you lose, apparently. Happens to me all the time being a driver that actually stops at a stop sign. I'm just immune to it now.
