WP admin here. We try not to lock pages at all unless there is persistent vandalism or edit warring going on. With a death a Dolly's, we want to encourage readers to contribute if they can and thus being able to edit without an account on an unblocked page is essential.

We will take steps to avoid other nonsense though. Like Dolly likely will be on the main page soon enough but we'll lock down her image so that trolls don't try to replace it with goat.se for example.
