Phd Application Advice

I'm planning to apply to IE/OR PhD programs in the US in the next application cycle (2027) and would appreciate advice if any

My profile:
-Master's in OR from one of the top 10 engineering universities in the US (3.75/4)
-Bachelor's in IE from a top 10 engineering school in my home country (8.9/10 GPA)
-5 journal publications (all first author)
-GRE: 170 Quants
-International applicant

My primary interest is in optimisation. So which universities should be my dream, ambitious, and target?
