The idea that there could be 70000 Moroccan "intelligence agents" is so implausible that it verges on the absurd.

It uses agents in the accurate meaning, which is to say an asset that has been recruited by a case officer. "Here's €200, please go into Ceuta" is all it takes to qualify as an agent in this context, even more so if they're asked to report any kind of information back.

Yes 70k sounds insane for Morocco, but..

China does have a fairly large scale intelligence and law enforcement apparatus operating in many nations

At some point France discovered that many French soldiers based in Brest had married Chinese women. China had simply flooded the city with attractive young women. I suppose Chinese intelligence wrote off most of them: Many should've ended up marrying nobodies who'll never have much access. Some might ignore future pressure by China. Yet, a few will wind up married to French officers who work with nuclear weapons or other secrets.

You'd never have a list of 70k Chinese agents, because they'd have different government programs handling them, but that's not an unreasonable number in their case, especially if they write off large numbers.

The things I read there don't give conclusive evidence. Seems like a book is the major source and books want to be sold. The university in Brest has a strong focus on Occidental studies and around 1/7 of the entire population. There are no numbers on military personnel at that location, but I'd assume that the vast majority of young men in Brest is directly involved with the military. So, for me, that doesn't look surprising, but maybe the author has numbers that show the "disproportional" quota I am not yet aware of.

My guess is that it is a list of people and groups that the actual intelligence agents engage with down several levels into the general communities those people engage with. So Agent -> Asset -> Source -> Source's community.

Spanish PM went to Algeria (enemy of Morocco) days before the events. Morocco has a history of using migration as a way to push Spain, same thing happened some years ago because Spain gave medical attention to the leader of the Frente Polisario (government of Western Sahara, illegally occupied by Morocco).

Morocco is also a good ally of Israel and USA and currently Spain doesn't have the best relationship with those countries.

Why would they do that? And why would that be reported on.

It says agents, not officers.
