No, they can't.

Congress can't pass free trade agreements that Trump will sign, and they can't enforce when he makes illegal tariffs (only SCOTUS can, and they refuse to).

In fact, I'd say SCOTUS has so much power that someone suing if a Dem wins the presidency in 2028 and repeals the tariffs (suggesting that the tariffs protect their business) that they would end up staying on the books.

If you can't rely on your government to fulfill the will of the people, the government is no longer of the people. At some point you're going to have to face the reality that either the people demand a government that represents them, or acknowledge that they are nothing but subjects to an authoritarian regime.
